I have the GOTY edition of Fallout 3 on my PC. Editing the INI file didn't work, nor did downloading and running the 'Games for Windows LIVE Disabler'. The disabler just crashed complaining it couldn't find the fallout3.ini file. Nothing worked to get around this. The only thing that DID work is what Sosa_tman suggested, which was to download Games for Windows LIVE launcher (actually called 'Games for Windows Marketplace' client). Zero launch problems after installing this, and I never even had to open up the Games for Windows Marketplace client.
